Need help shipping based on table rates

i want to add zone in indonesia country with database form shipping company. how to connect it???i mean in table have a price list per region. lika this

region cost
A 1
B 2

etc how to connect to shipping???the region based on region registration user

i have problem. i want use delivery service in my country. i have the price list from my region to all region in my country. How to add the database??it use exel format, how to convert in to .sql???i want when costumer fill the city and province, the shipping price based on that database. example in database city A and province B the price is $ 5,00. if fill city A and province B the shipping price is based on that database $ 5,00. how to make that??? i'm sorry i'm from indonesia and my english not well enough
