Finished install steps, "System Setup Required" still showing

Hi,

I've installed Zen-Cart many times, however, installing it recently for a client and after going through all the setup steps, the site and /admin/ still show the "System Setup Required" screen. I can't seem to figure it out. The configure.php files are correct, I've tried creating a new database, etc doesn't seem to make a difference.

Any ideas?

n/m - got it. reuploaded the zc_install directory, must have been corrupt or partial.
