Country States/provinces/prefectures

Does Zencart provide the International States/Provices/ prefectures lists in the shipping destination screen for the Paypal API requirement? i.e. when a customer selects, say, Australia, does ZenCart provide a mandatory drop down list of the Australian States? For Canada, England etc.?
