Can I require shipping to billing address only?

I am getting ready to launch my website and am in the process of choosing an Authorize.net reseller.
For security reasons and to hopefully lessen chargebacks I want to only ship to the billing address of the customer. I know at times like Christmas and for other times such as shipping a birthday gift customers like to order and ship elsewhere but unless I'm wrong this can result in a lot of fraud and chargebacks. I have looked throughout the program and also the authorize.net module but don't see anything about requiring shipping to billing address only. I know I can place it in my policies or at checkout time but I want to know if there is a way I can set it up to only accept payment and completion of order if the shipping address matches the billing address?

What I did in my cart is not allow any addresses to be added to the address book. This way they can't add a different shipping address.

Admin > Configuration > Maximum Values

(1st line) Address Book Entries Value = 1
