Sales Tax Text Disappears

When Sales Tax is applied for in-state sales, the "Sales Tax" text does not display. For out of state sales when there is no sales tax the "Sales Tax" text does appear.

Any ideas?

Do you have a Description assigned to each of your Tax Rates?
