Cliking on categery with subcategeries does not make subcategeries display in page

I have my categories as css fly out links in a menu. When i click on category that doesn't have sub categories, it goes to the product listings page as its supposed to.

However, when I click on a category that has sub categories, these sub categories dont display in the main area of the page like they are supposed to. When I set the home page to open with categories in the admin, it also has nothing in the main area of the page.

Ive been doing some modifying to make a custom menu (which has worked) but i think I may have commented out this php or told the div not to display with CSS (i dont think you can off this from displaying in the admin).

Rather than start again does anyone know where to turn this on? I know its careless to forget what i did this but this is my first zen cart site and i was playing around, not thinking this would become a functioning site.
