Need help on -PayPal Security Issues

I have had 2 buyer issues I need help on-

Eligible Addresses-
How does paypal determine what an eligble address and is there anyway to help force an eligble addresses.

Postage -
My buyers agree to a standard shipping and returns policy which states that if they choose the free 1st class packet they agree that we accept no responsibilty for lost of stolen items. Is this valid?

In the U.S.A. If you accept credit cards, you are responsible for the product until it is in the hands of the customer. We can say we are not all we want. But when it comes to charge backs for product not delivered, the customer will always win.

The only way to win on delivery issues is to use a trackable signature service for all deliveries.
