creat a new center sidebox under catalogue

I have looked all over to find a way to create a new center sidebox under catalogue like New Products For June ...
I have tried to many times.but still can not success.
I want to

• create a center side box
• name the header bar
• create some links inside the box
• the content of the links must be shown in the middle
• the pages must be able to accept HTML code and also formmail fields.

Anyone who can give me a guidance?

Upon which pages do you want this box to be displayed?

thank u reply.
i want dispaly the recently viewed products under the product description.
becase the left and right sideboxes were not display in product info pages through
the following php code $flag_disable_right = true; and $flag_disable_footer = true; in tpl_main_page.php file.
