Cloned Table rate by price: only honors first shipping amount

I cloned a table rate method.

It properly displays '9.00' for the shipping amount, but when I increase the order total it seems to be frozen at 9.00.

Is my syntax wrong?

49.99:9.00,1000:0.00

I'd like everything after $50.00 (total) to be free.

Note: ignore the 'USPS Priority' heading - I created a 'flat' usps shipping setup, but it is intentionally a table rate.

Re: Cloned Table rate by price: only honors first shipping amount

By the way...

Modules -> Order Total -> ot_shipping is active, but free shipping is off.

Reason: I'd like to customer to be able to choose Priority or Express - even if they qualify for free standard shipping.

Note: 'Standard Shipping' is merely the original table rate. It correctly handles free shipping - not sure why the others have problems
