Payment module problem for South African Store

Please can someone guide me wrt the admin settings which need to change in order to use payment modules for a South African store.

I'm currently getting the "Sorry, we are not accepting payments from your region at this time.".

None of the combinations I've tried, allow the payment modules to become enabled, so I'm obviously doing something wrong.

Store is set to South Africa.
Test customer has a South Arican Address.
All products are downloads so no shipping is required.

What I have so far:
Vanilla Zen-Cart Version 1.3.8a installation
Vanilla Setcom installation
Enabled Setcom as a payment method.

Where to from here wrt the settings? Any guidance would be great.
