Akward shipping scenario

Hi all , I have a difficult xustomer who wont budge on there shipping costs -

Before I put this out to tender to get a module written , can anyone tell me if it is at all possible

Shipping for Category1:

UK 3.99 + 2.00 additional items
EU 6.50
World 10.90

Shipping for cat 2 :

UK 3.50 each additional item £1.25
EU 4.50
World 7.00

and so on for every category ( there is only 6 cats ! )

Then a next day option for UK only on top of all that @ different costs per cat too.

I have tried to dissuade them , but at the moment they are not budging.
