Unable to Edit Shipping Properties

Quick Question,
I am unable to edit any of the shipping properties for my existing shipping modules (free shipper, per item, per unit). After perusing around the /includes/shipping/modules directory, I noticed that Zen Cart was not loading a number of modules, most importantly, its not loading standard ground table rate shipping (which is what I need to work).

Anyone experienced this problem? Or can point me to a few specific files that control those shipping options so I can double check them, etc.

Check and see if you are actually getting errors when looking at the Modules ... Shipping ...

The layout should be like the Modules ... Payment .... or the Modules ... Order Totals ...

If not, you may have a bad or missing file(s), etc. in the:
/includes/modules/shipping
/includes/languages/english/modules/shipping

directories that need(s) addressing ...
