Int. Shipping question- Can I add a surcharge to First Class Mail International only?

I've looked around and haven't found a specific answer...

My client wants to add additional shipping charge to international destinations. I did that based on an older thread... Works brilliantly.

What he wants to do is only add this additional charge to "First Class Mail International Package" not the other shipping options. Is there a way to do this?

Let's try this again.

Using USPS, I would like to EXCLUDE the following countries (regions) from being able to use the 1st class international option:

AFRICA, MEXICO, ITALY & ASIA (except Japan)

How can I accomplish this? I have been searching and can find no solution that's within my grasp.

You would have to customize the shipping module for this ...

One method is to build a Zone of either the excluded locations or the included locations and test the shipping address compared to that Zone and depending on the results you can allow or not allow it ...

This isn't a simple customization but it can be done ...

If someone can make the tweek to the shipping module I would
really like an estimate - I can provide specifics (countries to alter
shipping parameters to).
