I want to test paypal express orders is it safe to run test orders without ssl? How about authorize.net test orders, is it safe without ssl innstalled?

The sensitive information like credit card details etc is entered and processed at the secure PayPal site - not at your site.
In short: yes it is safe to run a test order on PayPal Express Checkout.

The only problem I see is that we are passing the API username and API Password and Signature during transmission. So even if hackers are not able to capture the credit card information, they are still able to capture these other sensitive data.

If you set up a testing account with paypal then it doesn't matter what data you pass. So yes I think its possible to test without ssl.
