Adding a bg image to all pages

I have tried searching for this but still having problems.

I want to add a bg image to all pages in the site. I am working with a custom template in my CUSTOM folder. I have tried adding an image and linking to it via the includes/templates/CUSTOM/images/ folder, but still no luck. My stylesheet.css in my /CUSTOM/css/ folder reads

body {
margin: 0;
font-family: verdana, arial, helvetica, sans-serif;
font-size: 62.5%;
color: #000000;
background-image: url(..images/bg_sm.gif);

I also tried it with an absolute link

body {
margin: 0;
font-family: verdana, arial, helvetica, sans-serif;
font-size: 62.5%;
color: #000000;
background-image: url("http://bowbiz.ca/store/includes/template/CUSTOM/images/bg_sm.gif");

...and still no go.

Your URL to the image is wrong - it should be ../images/YOUR_IMAGE.gif and the image should be in includes/templates/CUSTOM/images

My css file (located in includes/templates/CUSTOM/css/) looks like this

#logoWrapper {
width:780px;
height:99px;
background-image: url(../images/bg_sm.gif);
background-repeat: repeat;
}

and I put the image bg_sm.gif into includes/templates/CUSTOM/images/.

Still no luck. :(
