I would advise following the instructions in the error message. Something must be wrong with your merchant account. Call them to fix it.

I did, they said that if everything is in place, then there is nothing they can do (oi!!)
Everything else looks okay, right?

(man...our organization SURE appreciates your wisdom!)

Did you recently have them make any changes to your account (even as small as a phone number or contact person)? If so, you may need to re-download the .PEM file and replace the one on your webserver with the updated version.

From what I see while doing google searches for that error message, it seems that the code typically means that the PEM file content is bad.

Either that or it means they've flagged your store as "closed" ... which I doubt is the case this time, since I would expect they would tell you that when you talked to them.
