can shipment module Zone rates assign anything else except a whole Country?

can shipment module Zone rates assign anything else except a whole Country?

Hi,
it may look a stupid question but I have the following problem:

I have set the following Zones inside Admin Locations/Taxes > Zones
Country Zones Code
Greece Rest Rest
Greece Samos Samos

is there a way to use these 2 distinguished zones in the
Modules > Shipping > Zone Rates
since each of these two zones has different shipment charges?

My problem with the shipment module Zone rates is that it only assigns a country say GR for Greece.
How to assign the zone1: Rest and zone2:Samos any idea?

By reading through the forum I found that this can be done only with the following addon shipping module:
zones_table_rate_for_multiple_zones available in downloads.

Is this true?
