losing entered info when changing shipping address

hi all,

when someone enters info during checkout (cc for example) and then decides to change the shipping address, the cart is dumping the info that has already been entered...

what might cause that? and how can it be set to retain info that has been entered (even if a customer changes something like the shipping address)?
