displaying empty cart in layout boxes

i've seen this on several other sites and wondering how to make the cart stay in the layout boxes even with its empty? This way the customers always know where it is, just makes the site more user friendly, thanks.

Re: displaying empty cart in layout boxes

Admin > Configuration > Layout Settings > Shopping Cart Box Status

Shopping Cart Shows
0= Always
1= Only when full
2= Only when full but not when viewing the Shopping Cart
