move specials up on main page

I have a picture and some text on my main page. underneath that are the "featured" products. and underneath that are the "monthly specials."

which file do i edit to move the "monthly specials" to the top of the main page. so i would have the "monthly specials" at the top and then some text underneath those and then the "featured products" underneath the text???
