can i set per item for uk, zones for everywhere else

We sell cds and dvds.

Is there a way i can set up shipping like this.

I want UK to be per item based on weight as this lets me calculate prices according to royal mail.

But for international its better to have zone setup.

However testing with a us customer, it shows both shipping options in the estimate shipping box.

Is there a better way for me to set this up.

Would it be easier to setup UK as a zone ???

Mostly we deal with UK clients but i want the postage to literally be the exact cost of postage - so i setup the weight accordingly.

Any help appreciated
