Paypal Express over $1000 won't work on my site

I've read other threads about this and the answer has been to upgrade... mine is a new install and doesn't seem to be working with orders over $1000, it is erroring out for invoice total not matching (due to comma, I assume... when I had paypal debug it, they said it was coming across as $1 due to the delimiting)

paypal express version rev1.3.8a
zencart version 1.3.8a
php version 5.2.5
MySQL 5.0.51b-community-nt-log

Please, any help would be appreciated. I have 2 buyers each with over $1000 in their cart that want to checkout but can't...
