Shipping related check-out hang-up

We would like to offer free shipping on all orders over $20. That part seems to be working well. Any time an order adds up to >$20, the free shipping option pops right up. That problem I am having is when the order totals LESS than $20. Anything transaction I perform totaling less than $20 hangs up at the "Delivery Information" page. On it I am prompted with "Your order will be shipped to the address at the left or you may change the shipping address by clicking the Change Address button." Not wanting to change my address I instead click on the "Continue Checkout" button. Nothing happens. I am simply presented with the same prompt again, and again, and again.... I would like all orders under $20 to be sent UPS.

Here is a list of the applicable Admin settings, and where I currently have them:

Admin/Config/Shipping-Packaging:
1- Free Shipping Options is enabled, and set at >$20 with a sort order of 1. The radio button next to the sort order is green.
2- United Parcel Service is enabled with a sort order of 2. The radio button next to the sort order is yellow.

Admin/Modules/Order Total/Shipping
1- Module is enabled and settings are:Installed= true, Sort Order= 200, Allow Free Shipping= true, Free Shipping For Orders Over $20.00, Provide Free Shipping For Orders Made= national. The radio button next to the sort order is green.

Any suggestions you may have would be greatly appreciated.

I've tried everything that I can think of. Uninstalling, reinstalling, resetting, different settings... Anyone have any idea at all? Any suggestions that anyone can offer will greatly appreciated.

Edit your UPS shipping module ... do you have a Zone set on that?

What happens if you set that to NONE?

The zone was already set to "none."

I thought you said all shipping methods, but you just posted that it only has GND set ... :unsure:

Make sure all shipping modules you are not use are uninstalled and that all are using unique sort orders that you do have installed ...

I'm sorry, I misunderstood what you were asking for. I apoligize for the confusion.

The only shipping modules that are installed are UPS and the "Free Shipping Options" Module. As per my first post, here are the settings for it:

Admin/Config/Shipping-Packaging:

No other modules are installed.

The fact that you see the yellow icon on the UPS shipping module makes be think you have something not configured correctly or that you have a Zone set ...

Or ... you have it set to not be enabled, even though it is installed ...

The yellow icon is an indicator of either something is not configured right, the modules is installed and turned off or that you have a Zone set that filters when it is used ...

Can you Edit this and save all of your settings to NotePad and then REMOVE, INSTALL and reconfigure it carefully to make sure everything is setup right?
