Product Price Manager Not Applying Multiple Quantity Discount

I am having a problem in my shopping cart. I changed hosts last week, so I'm not sure if that would be the issue, but it doesn't seem that it would. Previously (and I've tested this before), if a customer ordered 3 products, the price would drop from $14.99 each to $13.33, for an order total of $39.99. Now, it's charging $14.99 for the first two and $13.33 for the third one.

My entire discounting is supposed to be:
Qty Discounts New Price
1-2 $14.99 each
3-4 $13.33 each
5-9 $13.00 each
10-24 $12.50 each
25-49 $11.99 each
50-99 $11.25 each
100+ $10.75 each

The website can be found here: https://www.beerdolier.com. Any idea what's going on now? I haven't changed anything in my pricing, but I did add lots of color options in the past week.

Anyone know what could be going on? I've searched the archives, but can't find anything similar (though that doesn't mean I didn't miss it). I've tried completely removing the discounts and just going at straightline $14.99 apiece, then re-entering the discounts, but it keeps doing the same thing. It should be where a customer can order any mix of three products and get them all for $13.33, not just the third one.
