Possible to make it impossible?

I offer free items on my site but only if a purchase is made. Even though it states, free with purchase, I still have people checking out with only free items. It is possible to make it impossible for a person to proceed through checkout if they only have "Free" items in their cart?

There's also a minimum order value module that's very quick and easy to set up.

Set the minimum order value to any value greater than zero (such as one penny), and customers will not be able to proceed to checkout if their shopping cart total is 0.00

I use minimum order value at https://www.edutrade.co.uk . In this instance, if the shopping cart value is under £8, an alert shows.
