Not Accepting Payments Error

Hi all,

Well I have my store set up and I am getting this error when I try to buy something (with a different name)....

Sorry, we are not accepting payments from your region at this time.

This is also red on my payment module....

Be sure that the Checkbox to enable IPN is checked!

But it is enabled.... I have been reading / rechecking the setup and I can not figure out why....

I do have downloadable products only....

perhaps you entered your zone in the payment zone. entering a zone there actually blocks rather than allows payment from that zone.

no - I have "none" selected....

It is getting really frustrated.... I have checked and rechecked what most people have suggested... I am just hoping I have missed something....

I have checked this "zone" thing several times.... that is in the payment module right?
