Free Shipping - Only in our City

I have modified the Store Pickup shipping method to say "Free Delivery in Our City".

However, I cannot for the life of me figure out how to tell Zen cart to only show this shipping method if they are in the city specified.

I've created a Zone called say, Vancouver and Have that set with the proper country etc.

I've then set my shipping module to only allow that method for that zone, however it never works.

Any help would rock.

How did you setup the Zone for this?

Sad I put how I did it in here, but it didn't work.

I set up a zone:

Country: Canada
zone: Kamloops
Zone Code: KAM

Then I set up a zone definition

Zone Name: Kamloops
Zone Description: Kamloops
Status: Yellow

When I select that zone I get:

Country: Canada
Zone :Kamloops

Any thoughts?

I have not looked at this Add-on in the Free Downloads but it addresses City and Zip Code for tax so it might be adaptable for shipping use:
