USPS not used in some shipping estimates...

For a MA address with zip 01862 the shipping estimator shows both UPS and USPS estimates. But with a FL address with zip 23547 it only shows UPS estimates. What is going on here?

Do you have any zones set on either of the shipping modules?

Or it could be due to the fact that is an invalid Zip Code ...
