The UPS and USPS modules were removed from 1.5.0, in favor of plugins. You can download them from the Plugins area.

I downloaded the plugin for the USPS module, these are the instructions from the 'Read Me' file.

To install this code
1 go to your Zen Cart Admin to the Modules ... Shipping ...
2 Click on USPS and edit then save all your settings to NotePad as they will be lost
3 Click REMOVE to uninstall the current version of USPS
4 Load the new files with your FTP program they go in the same directories so you can copy the directory
/includes
to your server and overwrite the old files
5 Go to your Zen Cart Admin and to the Modules ... Shipping ...
6 Click on USPS shipping modules and click INSTALL
7 Configure your USPS shipping module
NOTE: this shipping module cannot work until USPS has updated their server with the new rates.

I don't even have the USPS module in my Zen Cart (v 1.5.0), so how am I able to follow these instructions? Thanks for any help!
Since you do not have USPS yet, just install the files to:
/includes/modules/shipping
/includes/languages/english/modules/shipping
and you will see this in the Modules ... Shipping ... when you reload the page ... now click on USPS and click on INSTALL and configure it ...

Just to be clear, I'm using Filezilla, I drag and drop the entire 'includes' folder for the shipping module, correct?
You should overwrite the new 'includes' folder over the existing includes directory on your server ...
Then, if you peek in the directory, on the server, for:
/includes/modules/shipping
/includes/languages/english/modules/shipping
you will see the files for:
usps.php

I looked everywhere, I don't see that. I'm trying to get that folder into my server through Filezilla. I just want to make I'm putting things where they need to go. What do I drag and drop into Filezilla?
