What state do you do business in? To whom are you required to submit the tax money collected?

Arizona changes effective January 1, 2015. 42-5061 A.14 "sales to a nonresident of tangible personal property, other than a motor vehicle, shipped or delivered to a location outside Arizona for use outside the state are subject to tax at the seller's business location.... 42-5061. A.35 .....Therefore beginning Jan1, 2015 sales of tangible personal property shipped delivered directly to a destination outside the United States for use in that foreign country are subject to tax..."

We need to charge the same % but everyone, disregard their residential location.

Do you sell only physical goods? Or do you sell virtual products as well, such as non-free downloadable items?

If your products are all physical, simply set your store's tax-basis to "Store", and it'll charge your state tax on all items, regardless of customer location.

    1. Ensure your store's address is correct, in 2 places:
    a) Admin->Configuration->My Store> ... set "Country" and "Zone" to US, Arizona
    b) Admin->Configuration->Shipping/Packaging ... set Country and Zip to US and your store's zip code.

    2. Make sure you have a tax rate configured for Arizona, under Admin->Locations/Taxes->Tax Rates

    3. Then configure your store to charge tax based on "Store" address:
    a) Admin->Configuration->My Store->Basis of Product Tax ... set to "Store"
    b) Admin->Configuration->My Store->Basis of Shipping Tax ... set to "Store"

I did a little bit different....
this as you said: a) Admin->Configuration->My Store> ... set "Country" and "Zone" to US, Arizona
    b) Admin->Configuration->Shipping/Packaging ... set Country and Zip to US and your store's zip code.

    2. Make sure you have a tax rate configured for Arizona, under Admin->Locations/Taxes->Tax Rates

but then i did In Zone definitions in details of Arizona Zone changed to All Countries and Zone - to All Zones
then set the Base of Product tax from "Billing" to "Store".

tried to order as if i am from other places/countries.... works...
