Discount At the Order Total level

You are already using my Quantity Discounts module.
To get to your goal, you'd have to change the logic to add in the shipping discount.
Then change the sort order of the module so it's at the bottom below Shipping and just above Total.

You should be working with a developer. I really can't do this kind of thing on the forum; it's too complicated.
