There's another really obvious (once you notice it) issue.

The install script changes your admin/includes/configure.php file to 444. If you edit it from Filezilla or the like you may not notice it saying "file is read only" when you try to upload it. You just have to change the permission on the file to be writeable (777 works) then edit it and change it back to 444.

At least that's what just happened with my fresh install. Check that too before banging your head against the wall.
