Would this have anything to do with not getting GXG quotes at all?
My international shipping works, but just not GXG. have another thread open about it.

As a reward for this, can you try this attachment for your usps.php in:
/includes/modules/shipping

It may or may not fix your issues, but it has fixed other issues that could be related to your issue ...

Thank you much!

I gave it a shot, uninstalled/removed then added the new file and reinstalled.

Still nothing, not rates for international. US rates are still showing up fine.

Could you delete all of your debug files that start with:
myDEBUG
SHIP_usps_Debug

and then try a new quote and Zip and debug logs generated that start with either:
myDEBUG
SHIP_usps_Debug
