Why do my sites look like that?

The only problem is When I log into my admin section, I can't see the Define Pages Editor (all the pages are gone! and there's nothing in the drop down box)1. What are the permissions settings on the html_includes folders?
/includes/languages/english/html_includes
/includes/languages/english/html_includes/YOUR_TEMPLATE (whatever it's named)
- What are the permissions on the files inside those folders?
