My shipping admin facility does not work anymore. When I go to modules\shipping, the following message exists:

You need to do exactly what that message says if you want your USPS module to work.

Hi thanks for the help,
I have deleted the express files. But the error is still there. Could you please explain to me what language file I need update so that this error message could go away. All the English.php files?

If you still have the *same* error message, then you need to delete this file from your server:
/includes/modules/shipping/Express.php.
