Just upload the folder of languages included with your template and you are done.

It's not missinig. On the contrary, a custom sidebox for "information" was created.

Also, what are the mods that I have to deal with because it was developed for 1.3.6?
No, there were minimum changes made to the template structure from 1.3.6 to 1.3.8 that you probably can pickup on the forums with the log changes from version to version.
