Depends on your server's security profile. But image files and stylesheets and the folders that they are in do need to be externally readable.

Your web host is the person whose help you need. Only they know how your server is configured and can see directly why your site is forbidding external access to these file.

just for a test, download filezilla
ftp to your site
navigate through to inc/temp/<your temp>/
right click CSS
click file permissions
change to 777
then click apply to subfolders and files
then see if this works
if this does work, 1 by 1, change the CSS file permissions down a level..
if this doesn't work, change the permissions back to what they was and contact hosting
i may not know how yet, but i soon will....i hope :)
