What is the Ship To that you are testing?
Have you used USPS successfully in the past?
If not, is this a new account with USPS and do you need to call them to activate it for the Production Server?

We've tried several ship to addresses, but the result is always the same, in the US or UK.
We have never used it successfully before, as this is a new store but we have been in contact with USPS and successfully activated our account
