Canada free local ship else flat rate

This seemed like a simple thing until I realized it wasn't working. I've also read all the posts I could find on the subject but none I found were in Canada...

1)I'm in Canada so my zones, tax-wise, are provincial
2)The area I'm trying to offer local shipping in is a city contained within a province I'm forcing flat rate shipping on

I've concluded I have to use freeshipper since this is not weight/item related. Table shipping seemed to offer a plausible similar scenario but I still couldn't get it to show at checkout either.

Seems to me that there's a tug of war between flat rate and freeshipper since the city is within the province.

Steps taken so far:
a)created a zone and zone definition with corresponding city
b)tax class and rate --dial showing green
c)added freeshipper and set to shipping zone accordingly(I tried both with and w/o class since there's no charge I don't see the point in having a class for it)

Despite that the checkout doesn't offer the free shipping as expected using a test account in that city.

Flat rate should apply. However, as mention these two zones overlap because my flat rate is provincial and my free local is a city within that province.

Arguably(not that I actual want to argue but...)

Why then is this mentioned in the options for FREE SHIPPING freeshipper!?

If a zone is selected, only enable this shipping method for that zone.

The Zone is there for coders who need to write custom code utilizing the Zone, but the normal site will not use this as it won't work without custom code ...

I see. Not that this is up to you but I'd highly recommend some mention to that regard. Otherwise it's quite misleading.

I'm also surprised this hasn't come up in the past. Perhaps ppl are tweaking in-store pickup for this purpose!? The area I'm trying to make free shipping is my place of residence. I plan to hand deliver the products purchased in this city. It's a small enough town and I see value in getting to know my clientèle.

Are you able to build a Zone Definition for everywhere besides your local Zone and set it for your Flat Rate flat shipping module?

If you install the Free Shipping Options freeoptions and set your Zone to your local Zone Definition and set Total >= 0, does this work for you on the local Zone?

If you cannot exclude your local Zone from the Flat Rate, does having both shipping modules show, as most should pick the Free Shipping Options when available ...

Unless I'm mistaken this means building a zone with every single city in canada except my hometown. Can I? Yes. Will I? Perhaps not.

That's what I was hoping for but no, it doesn't show up.

FYI...I've been getting by with offering locals a coupon. But then for those I don't reach with the coupon they will inevitably(and unfairly) pay the flat rate. So it's is a band aid fix. And barely at that.

Perhaps I could circumvent this by putting a value lesser than the logical minimum in each field? ie '1'

Okay so adding values didn't help either.

I don't quite understand why this:

Setting Total to >= 0.00 and <= nothing (leave blank) will activate this module to show with all shipping modules

Doesn't work alongside flat rate?

Also, I should add that if I disable flat rate this leaving only freeoptions I'm presented with nothing at all. So perhaps that's an indication that I haven't setup my zones/rates properly?

You say there is a Zone that you want for Free Shipping ... what is the criteria for that Zone? How would you determine the customers who get Free Shipping from their shipping address?

Is shipping working correctly for everyone outside of these customers who should get Free Shipping?

That's the idea since we're offering free shipping specifically to one city.

Just for reference, I changed the freeoptions to the province(Ontario) the city(Cornwall) is in and voila! The option for flat and free are both available. So at least we know the basics are properly configured. So the only issue is, as it were, the fact that Cornwall is within Ontario. And I do not want to offer free shipping to the whole province.

Also, I just tested changing provinces(while free shipping was offered to a specific province) to see if free shipping would be revoked and it was.

If you edit the shipping module:
/includes/modules/shipping/freeoptions.php

and add the code in RED:
